The Other Side of the River

North Augusta is five minutes from downtown Augusta and a different state. That sentence explains most of what is unusual about clearing land here. Geographically it is the same metro: cross the Savannah on the 13th Street bridge and you are there, closer in than plenty of Columbia County. Legally, the moment you cross that water, Georgia EPD, Georgia 811, and Richmond County have nothing to do with your project. You are in South Carolina, in Aiken County, and depending on the parcel, inside the City of North Augusta or outside it.

The land is a mix. Established neighborhoods with mature trees and the same overgrown-back-yard work you find in Martinez. The riverfront and the development that followed it around Hammond's Ferry and the Greeneway. And out past the city, toward Belvedere and Clearwater, parcels get bigger and it starts looking like rural work.

What Is Actually Different on This Side

Start with the rules, because that is the one that bites. South Carolina administers its own stormwater and sediment program, and it is not Georgia's. Land disturbance permitting runs through the city if you are inside city limits or Aiken County if you are not, with the state program above both. The utility locate is a different service than Georgia 811, and calling the Georgia number for a South Carolina dig does you no good at all. The requirements are similar in spirit, buffers along waters and sediment control, but the process, the forms, and the people are different. Verify with the city or the county for your parcel before work starts.

Then the river, which is not decoration here. Ground in North Augusta falls toward the Savannah, and Horse Creek drains a good part of the area before it gets there. Anything on a slope above water is an erosion question first. Bare clay on a grade above a creek moves in a summer thunderstorm, and it moves into the water, which is exactly what the buffer rules are written about. On a riverfront or creekside slope, forestry mulching usually beats scraping the ground bare, because the chip layer holds the soil while roots come back. It is cheaper too.

The soil shifts on you as well. North Augusta sits about at the fall line, so you can hit red Piedmont clay on one parcel and sandier Coastal Plain ground a few miles southeast. Sand drains, which is good, but it does not hold a steep cut the way clay does. Two jobs, two plans, same zip code.

Yes, and that is the main thing to understand about clearing on this side of the river. Georgia EPD and Georgia 811 do not cover you in North Augusta. Do you charge extra to cross the river?

What can affect the number is the permitting side, since a South Carolina job runs on a different process than a Georgia one, and that is a schedule matter more than a price matter.

My property runs down toward the river. Does that change the job?

It usually does. Ground that falls toward the Savannah River or toward Horse Creek carries runoff into a state water, and that means buffers and sediment control are not optional. Bare clay on a slope above a creek is the exact situation those rules exist for. It also changes what makes sense practically. On sloped ground near water, mulching and leaving a chip layer often beats scraping it bare, because the chips hold the soil while something grows back.
